Job Responsibilities/Duties Tank Farm Projects (TFP) is looking for Construction Managers who will apply an extensive and diversified knowledge of Construction Management principles and practices in assignments and related work. The specific duties of the Construction Manager will include but are not limited to the following: Acts as a fully competent Construction Manager in all conventional aspects managing medium to large site Engineering, Procurement and Construction (EPC), High Hazard Operations (HHO) waste retrieval, infrastructure upgrades, or facility construction projects from initiation through closeout in accordance with quality standards and requirements. Makes decisions independently on engineering problems and methods and represents the department in conferences to resolve important questions and coordinate work. Demonstrates interpolative thinking, utilizes advanced techniques, modifications, or extensions to practiced theories, and is generally seasoned technically. Plans and conducts work requiring judgment in the independent evaluation, selection and substantial adaptation or modification of standard techniques, procedures, and criteria. Excellent interpersonal and communication skills needed to facilitate project milestones. Must be able to clearly and concisely communicate to peers and management. Must take prompt action to accomplish assigned objectives and understand/identify issues and opportunities. Manages fixed prices, time, and material contracts with a variety of subcontractors in multiple WRPS facilities. Leads interfaces with other WRPS organizations (ESH&Q, Procurement, Engineering, Operations) in the preparation, issuance, and performance of construction contracts for WRPS. Performs routine field walk downs of constructions sites and interface with subcontractor management. Manages the pre-construction activities and ensure coordination with deployed and matrix resources. Defines the construction project objectives, background and expectations required for Constructability Review. Ensures that facility/site conditions effecting or potentially impacting risk the construction work are defined for the construction planning. Lead Constructability Review Meeting for assigned construction project/tasks and define gaps and major risk areas. Advise Procurement Specialist with pre-bid questions, answers, and request for proposal (RFP) addendum. Resolves contract issues with Procurement Specialist prior to the awarding of contracts. Notifies the Task Project Manager and Manager of Construction in the event that unforeseen issues potentially impact the construction planning or project baseline. Lead the technical proposal review team. May function as lead Construction Manager on a task force or special assignment, coordinating the activities of task force Construction Managers and Engineers from the discipline specialty. Contributes to development of new concepts, techniques, and standards. May act as a change agent to ensure Integrated Safety Management System (ISMS) principles are incorporated into organization activities efficiently, and lessons learned are applied to improve future projects. Comply with WRPS policies and procedures. Ensure ISMS Principles are incorporated into organization’s activities. Other duties as assigned Required Qualifications Bachelor’s degree (BA/BS) in Construction Management, Project Management or Engineering, or related field and a minimum of 12 years of related experience, or equivalent combination of education and/or experience. Grade 21/22 Desired Qualifications Department of Energy nuclear facility experience is desirable. Electrical, mechanical, field Installation, on a construction project experience is preferred. Past experience managing construction personnel or construction projects. Knowledge in the development and process of construction contracts. Buyers Technical Representative (BTR) or Subcontractor Technical Representative (STR) experience is preferred.
