This work is to provide administrative functions or program support services where the products to be generated by the services are subject to control by established TOC program controls and review/approval processes. The intent is 3 full time positions. The successful candidates will perform subcontract and purchase order closeouts. Closeout actions will require review of not only contract files, but reviews of required vendor submittals to ensure full completion of contract scope. Additionally, this task may conduct independent post award and pre- award file reviews and provide liaison support between WRPS Procurement and Internal audit.

Closeout subcontract files including:

Review of Master Submittal Registers for acceptance of vendor submittals
Review of vendor payments and obtaining Vendor Release of Claims
Review of all subcontract documentation for complete and accurate files and ensuring those files are accurately transferred to the Records Holding Area (IDMS)

Conduct assessments of various procedures and practices to ensure procedural compliance.


A College Degree is not required. High School Diploma (or GED) is always required.


5 years of Contracts/Procurement or related experience. Good working knowledge of Word, Asset Suite. IDMS, and Excel software packages. Knowledge of and experience in the Government acquisition and procurement environment.
Subcontractor shall have experience, skill and expertise in tasks involved in the formation of subcontracts and purchase orders, solicitations, administration, and experience in contract closeout activities including an understanding of the Federal Acquisition Regulations (FAR) regarding closeouts. Must understand contracting rules, laws, and procedures including FAR’s and DEAR’s. Subcontractor shall demonstrate strong oversight and review capabilities with a strong knowledge of federal procurement regulations.

Desired Qualifications/Skills:

Familiarity with WRPS Prime contract requirements terms & conditions, contract clauses, policies and procedures.
