Position Description:

We are seeking a results-driven, self-motivated
Court Navigation Program Coordinator (Paralegal) to coordinate and administer the new Court Navigation Program under the Independent Contractors Protections Ordinance, an ordinance newly created in 2021. This is an excellent opportunity to help shape and build this innovative, progressive program to further workers’ right with an equity focus and lens.
Job Responsibilities:

Program Administration: Work closely with the Enforcement Team to help develop the new Court Navigation Program. You will also coordinate and administer the program, as well as provide intake and referral information, outreach, and education to the public on the provisions and procedures of that Ordinance. You will maintain up-to-date knowledge and understanding of the Ordinance, administrative rules, and OLS policy, and court rules and procedures.
Complaint Procedure Management: Initiate and track a complaint procedure under the Ordinance, including requiring independent contractor complainants and hiring entities to provide information pursuant to that procedure. Work closely with OLS Investigators to draft and send notices and other materials to appropriate parties pursuant to complaint procedure. Assist with and support the collection, processing, and distribution of monetary recovery for workers, and administration of this process.
Data Tracking & Case Management: Perform data entry and track referrals to various legal assistance resources, where OLS refers independent contractors. Track and process cases and case activities using case management databases. Prepare various reports. Conduct records research when necessary to identify and locate employers, hiring entities, employees, and independent contractors. Perform legal and factual research and summarize information containing recommended courses of action and/or solutions to legal issues.
Administrative Support: Serve as back up for front desk receptionist, manage office supply inventory, schedule meetings, etc. Manage invoice processing, petty cash reimbursements and other financial task as needed or in the absence of the Operations Manager.
Public Disclosure Request Support: Support OLS’s Public Disclosure Officer with responses to Public Disclosure Requests (PDRs) received from the public. Review enforcement documents and apply the laws of public disclosure. Keep up to date on City PDR procedures and Washington State’s Public Records Act by attending regular PDR trainings. Coordinate and/or conduct staff training on public disclosure and assist staff with public disclosure questions or issues.
You will be prepared for this role if you have the following experience, knowledge, and skills:
Understanding of racial equity and social justice principles and institutional racism, with the demonstrated ability to apply this knowledge to daily work.
Outstanding case management skills, including the ability to produce, track and manage multiple deliverables with overlapping deadlines in a high-performing environment, using case management systems.
Proficiency Microsoft 365 suite of products (Excel, Dynamics, and SharePoint) for communications, presentations, and reports, as well as Microsoft Teams and WebEx.
Familiarity with court systems and/or legal services.
Familiarity with case management and case files.

Qualifications:
QUALIFICATIONS:
Typically, people are qualified to do this work by obtaining technical expertise through the attainment of:
Bachelor’s degree
AND competence through two (2) years of professional paralegal duties
OR
A Certification from a nationally accredited paralegal training institution
OR an Associate Degree
AND three (3) years related experience.
OR
Four (4) years of professional paralegal duties

Education, experience, and training that provides evidence of the ability to perform the job responsibilities set forth in this job announcement will be evaluated for equivalency to the established education and experience qualifications. Examples of work that would be evaluated include: volunteer paralegal work and certification; legal research; or attainment of a Juris Doctor degree.
Additional Information:
This full-time position is classified as a Paralegal. It is an overtime eligible, full time status position. The work associated with this position is expected to be a hybrid combination of telecommuting and onsite work and meetings, as directed by business needs.

Coursework towards a bachelor’s degree, certification, or attainment of an advance degree in a related field.
The standard for “year” experience is a full-time (40 hrs./wk.) position held for twelve months where the activities outlined are a primary job function. If you have performed the outlined activities as a job assignment indicate how frequently you engaged in the activity (i.e. deliver weekly half-day training, spend a day each pay period).
Volunteer work. Make sure you quantify your time (i.e. weekly spend four hours providing technical assistance in community based legal aid organization).
