OBJECTIVE SUMMARY: Assist the Hospital Services, Administrator in twenty-four hour responsibility and accountability for the efficient operation of all aspects of Emergency Services nursing care. This includes achievements of staff competency, departmental standards, patient satisfaction and financial targets.
ESSENTIAL FUNCTIONS:
Manage department personnel including RNs, ER Technicians and LPNs
Assessment:
Assesses the needs of the Emergency department and builds a team of skilled nurses for patient care.
Assesses the needs of the nursing staff in regards to education, compensation, recruitment, and retention.
Assesses patient flow, triage, and wait time to be seen by MD or ARNP/PA, and other indicators to identify compliance to standards or Q.I. opportunities.
Provide ongoing education/training opportunities to staff members to insure professional development and their ability to provide quality patient care.
Planning:
Uses organization and prioritizing skills in performance of duties.
Assists in preparation of goals and objectives and submits to the Director annually.
Plans reflect hospital and department goals.
Upholds the Standards of Patient Care in a safe, efficient and cost effective manner.
Assists the Director with preparation of the budget.
Reviews plans for QIO’s with Director, where appropriate
Intervention/Implementation:
Compliance with Department of Health and other regulatory agencies.
Interprets and follows lines of communication and authority of the organization.
Role models the philosophy of the Service Excellence program, and identifies and implements corrective action where indicated to effect positive outcome.
Maintains close control of staffing by acuity with +/- 5% overall HPPD budget.
Keeps agency personnel at a minimum.
Assumes patient care assignments as scheduled by the Hospital Administrator.
Participates and/or leads in Quality Assurance Program.
Assists with regular review/revision of policies, procedures and performance evaluations.
Conducts interviews, counseling sessions and coaching.
Meets with Medical Director and Hospital Administrator as needed to review progress toward goals, operational issues, etc.
Evaluation and Documentation:
Evaluates progress toward accomplishment of annual goals/objectives.
Patient Rights:
Evidence that patient rights are supported in decision-making and performance of duties.
Is aware of medical/legal implications for patients, hospital and staff.
Responsibilities to the Unit:
Demonstrates knowledge of all medical procedures and related equipment.
Resource person for any clinical information pertaining to patient procedures and physician’s preferences.
Responsible for adequate ordering and stocking of supplies.
Attends product evaluation meetings monthly or assigns replacement.
Attends Infection Control meeting bi-monthly or assigns replacement.
Keeps abreast of current clinical practices. Demonstrates fairness and impartiality to staff.
Works closely with Admitting Clerks to assure standards are achieved.
Surveillance of department needs being met by EVS, Maintenance and Security departments in regards to Infection Control and departmental safety.
Responsible for accurate ER charges and statistics.
Assures that customer satisfaction surveys indicate achievement or hospital and unit goals.
Responsibilities to Medical Staff:
Creates and maintains an atmosphere of warmth, personal interest and positive emphasis, as well as, a calm environment throughout the department.
Lines of communication remain open.
Open door policy to all levels of nursing personnel and departments.
Monitors legal compliance of nursing staff.
Utilizes the appropriate acuity measurement, analyzes changes in patient care needs and provides staff as necessary. Quantity and qualifications of staff are sufficient to maintain a therapeutic environment. Assesses on an ongoing basis that the assignments are fulfilled.
Recommends employees for reassignment, special merit increases, commendations, promotions or terminations.
Acts as resource for clinical and unit management.
Understands perceived need of staff, patients and physicians.
Necessary counseling and discipline with objective documentation and follow up are done, where indicated.
Acuity outline is completed accurately. Information compiled to justify staffing.
Encourages staff to display cooperative and helping behaviors to Medical Staff.
Hold unit nursing in-service meetings at least 10 times per year.
Unit morale and performance reflect effective communication.
Nursing performance meets hospital and community standards.
Responsibilities to Other Departments:
Team work is demonstrated through actions.
Works closely to coordinate activities provided by all departments
REQUIRED EDUCATION: Graduate of accredited School of Nursing
PREFERRED EXPERIENCE: Minimum of five (5) years of clinical experience. ICU experience and Certified Emergency Nurse (CEN) certification is preferred. Clinical experience in Emergency Nursing and knowledge of Emergency Medical Services, including pre-hospital care and Trauma, is also preferred.
ADDITIONAL ELIGIBILITY QUALIFICATIONS: Current State license as a Registered Nurse. Current BCLS and ACLS. Basic Arrhythmia Certification
