Umatilla Electric Cooperative (UEC) is a progressive Electric Utility Cooperative located in North Eastern Oregon along the beautiful Columbia River, offering a wide variety of activities year-round. UEC is experiencing rapid growth in the commercial and industrial area and has a challenging position for the right candidate. UEC is seeking a full-time Energy Efficiency Specialist to be located at the utility office in Hermiston Oregon. UEC offers a competitive wage and benefits package.

The Energy Efficiency Specialist develops and delivers the Cooperative’s Residential, Commercial, Irrigation, Industrial and Renewable Energy programs. The Energy Efficiency Specialist interacts directly with Cooperative members to implement efficiencies designed to save energy and lower power costs. This position contributes to UEC efforts to meet conservation requirements by tracking regulations and overseeing program consultants, participating installers and technical support contractors. The Member Services team promotes a positive image of UEC and advocates the Cooperative culture of customer service excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES may include other duties as assigned.

Ensures the effective delivery of all Residential, Commercial, Irrigation, Industrial, and Renewable Energy program offerings.

Oversees program consultants, including participating installers, technical support contractors and Bonneville Power Administration (BPA) program consultants.

Interfaces with members at their home and/or business to identify beneficial Energy Efficiency programs, including custom Irrigation and Industrial project development. Interfaces with members on renewable facility inquiries, installations and rebates.
Ensures Efficiency programs meet all federal, state and other regulatory and program guidelines, and cooperative policies.

Interacts with regional workgroups and organizations, to include BPA, Northwest Energy Efficiency Alliance and Public Power Council.

Evaluates the general conservation plan and recommends updates and improvements as well as researches and develops new programs. Makes recommendations around emerging programs, technology and funding opportunities.

JOB DUTIES may include other duties as assigned.

Implements supported Energy Efficiency Programs.
Demonstrates a general knowledge of electric systems, load and billing data, and meets with members seeking to develop custom irrigation, commercial and industrial energy efficiency projects.
Prepares documentation, tracking and reporting to meet energy efficiency and/or renewal program requirements.
Conducts project proposal review, submittal, measure, verification and report processes.
Prepares submittals to request reimbursement for program/project delivery.
Performs residential energy efficiency audits and coordinates commercial, irrigation and industrial program audits.
Tracks costs and available regional funding for efficiency programs throughout the year.
Develops promotional and member educational materials and communication to promote efficiency programs.
Processes requests for special projects or research from Management as well as coordinates internal and external research as directed.
Assists with conducting outreach activities on energy efficiency and other topics of general interest to members.

Maintains punctual, regular and predictable attendance.
Works collaboratively with colleagues and fosters a spirit of cooperation in the workplace, and performs other tasks as directed.
Conducts themselves in a manner that reflects well on UEC and contributes to harmonious relations with members and the public.
Respectfully takes direction from supervisor and/or manager.

REQUIRED QUALIFICATIONS:

Education:
Bachelors degree in related discipline or equivalent combination of education and experience.

Experience:
Five (5) years’ experience managing and/or directing energy conservation activities and programs; or equivalent combination of education and experience.

PREFERRED QUALIFICATIONS

Ability to read, analyze, and interpret common scientific and technical journals, billing and load data, and legal documents. Ability to respond to common inquiries or complaints from members, regulatory agencies, or members of the business community. Ability to write articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Ability to calculate figures and amounts such as discounts, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry, and calculate complex energy rates.

Job requires specialized computer skills. Must be adept at using various applications including database, spreadsheet, report writing, project management, graphics, word processing, presentation creation/editing, communicate by e-mail and use scheduling software.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

A valid Drivers’ License is required for occasional business travel.
