The Department of Revenue is responsible for maintaining a tax research section. The
Research and Fiscal Analysis division (RFA) conducts constant observation and investigation of the effectiveness and adequacy of revenue laws of this state in order to assist the Governor, the Legislature, and the Director in estimation of revenue, analysis of tax measures, and determination of the administrative feasibility of proposed tax legislation.
RFA is looking for an accomplished Geographic Information System (GIS) professional to help the division to utilize GIS software to conduct tax revenue analysis by geographic area. This position will work with other RFA analysts, the agency’s GIS team, and other state, local and tribal government staff to develop tax simulation, econometric, and forecasting models to predict tax collections by geographic area.

Duties
As a GIS Analyst, you will provide expert level GIS support and services for the department and RFA. This includes coordinating with other divisions and state agencies to obtain and develop GIS data for taxes administered by the department. Central to this position are the following activities:
Conducting tax and economic impact studies of major importance for the agency and other state agencies, including the implementation, direction, and review of all aspects of a study to include the assessment of impacts and policy implications from the agency perspective.
Preparing fiscal notes and other economic and fiscal impact analyses on proposed excise tax law changes and economic policy issues for the Legislature, the Office of Financial Management (OFM), and the Governor’s office.
Qualifications
A Bachelor’s degree in economics, public finance or closely allied field AND five (5) years of demonstrable experience with GIS tools such as ESRI ArcGIS 10.6.x and/or ArcGIS Pro 2.4 or above; or equivalent combination of education/experience. Note: A Master’s degree or equivalent in a Ph.D. program in economics, public finance or closely allied field will substitute for two (2) years of experience. A Ph.D. degree in economics, public finance or closely allied field will substitute for three (3) years of experience. In addition to the above qualifications preferred applicants will possess:
GISP Certification.
Experience in R, and/or Python/Notebooks for data-modeling.
Experience programming in SAS and SQL.
Knowledge of regression analysis/applied statistics.
Knowledge of economics, project management, the legislative process, and Washington’s tax system.
