Job Responsibilities:
Coordinate Navy Aegis Liaison Team efforts as directed by the senior Navy leadership.
Staff Aegis issues within the Navy in response to requests by senior Navy leadership, including OPNAV, PEO IWS and MDA, to ensure proper management and oversight.
Serve as an Aegis information provider and liaison for Navy Leadership and assist in coordination among Navy and MDA organizations and agencies in support of development and fielding of the Aegis Combat System (ACS) and Ballistic Missile Defense System (BMDS)
Assist Navy in understanding MDA technical, doctrine, operations, training, logistics, maintenance, and support issues related to ACS and BMDS
Maintain insight into MDA development, acquisition planning and execution across ACS and BMDS.
Assess potential impacts on Navy programs, operational capabilities, and budgets and ensure synchronization during the POM development process.
Analyze and make recommendations on MDA policies, processes, plans, and decisions affecting the Navy in support of:
Navy-MDA Board of Directors (BODs)
Missile Defense Executive Board (MDEB) and subcommittees
Navy BMD Enterprise (NBMDE)
Assist MDA in establishing interface with Navy agencies for BMD initiatives
Liaise with the Navy Surface and Mine Warfare Development Command on a variety of issues
Liaise with the Fleet (USFF and numbered fleets) on maritime BMD issues
Facilitate MDA-to-Navy Department communications and understanding
Maintain Navy perspectives, positions, and involvement across ACS and BMD on a daily basis
Provide “prediction” of Service positions
Provide status to Navy leadership of Navy and other ACS and BMD development activities
Provide Navy representation at numerous ACS and BMD venues
Identify MDA-Navy synergies
Surface key Navy interests and issues
Provide papers for formulating Senior Navy Leadership Positions on MDA, OPSDEP/JCS TANK, and COCOM BMD Issues
As specified by the Government, maintain insight into MDA programs of interest to the Navy and provide insight into topics of Navy interest as required to senior Navy leadership.
Work with liaison teams from other services on common issues, as directed by OPNAV.
Represent Navy policy and positions on issues to MDA Aegis BMD program office as directed. This will include reviewing data, producing reports, reviewing and providing feedback on implementing policy changes, identifying positive and negative trend data and providing analysis results for problem resolution.
Education/Skills/Qualifications:
Proficient in MS Office 2010 including MS Word, MS PowerPoint, MS Excel, MS Project, MS Access and Adobe Acrobat.
Seven (7) years of general experience, with at least five (5) years of hands-on experience in the following areas. Recent and relevant operational or staff experience can be substituted for years of experience with specific tasks:
Assessing implementation of defined requirements associated to the mission and subsequently developing plans to better meet those requirements.
Assessing historical and current program performance in relation to mission objectives, and analyzing the effects of developmental plans and/or new technologies on all factors associated to the mission.
Daily interaction with senior leadership within affiliated organization.
Must possess Secret security clearance
