Records/Information Management Specialist to provide records and information management services for the Non-Superfund Divisions for EPA’s Region 3 office in Philadelphia, PA.

ASRC Federal Mission Services, a subsidiary of ASRC Federal, is seeking a
Records Management Specialist 3 (RMS 3) to support our nationwide contract to provide the U.S. Environmental Protection Agency (EPA) with library and records management services.

ASRC Federal Mission Services holds a nationwide contract for library and records management services with the EPA. ASRC records managers receive, organize, and maintain records materials and assist EPA with document delivery and digitization.
We are looking for detail-oriented folks with client/customer service experience. This position in EPA Region 3 is responsible for the startup of a Regional Records Center with an emphasis on providing excellent customer service; ensuring the transition from paper-based environment to electronic records management; and supporting a streamlined workflow for multiple programs’ records previously managed independently. Tasks include responding to client request for records retrieval, recall, filing, storing, scanning and possibly redaction; providing for specialized services such as FOIA response preparation; and developing processes and procedures for the newly consolidated records center. The RMS 3 will use databases to search, retrieve, enter data, apply records retention schedules, and archive and disposition records. The RMS 3 responds to daily customer inquiries, participates in records organization projects, stays up to date on records best practices, provides records training to EPA staff, and assists with records imaging. The RMS 3 assists colleagues with preparing and archiving eligible records for off-site storage, maintains daily activity statistics, and produces monthly activity reports. They will strategize with their team, including the on-site manager, to meet ongoing and evolving records management and litigation hold needs as the agency moves to manage all records digitally. The RMS 3 uses a folder tracking database for entering data, maintaining data quality, and tracking records’ folder locations. Experience with Versatile Enterprise records management software, content management systems, and knowledge of working with federal records or the Environmental Protection Agency is a plus. Work is primarily performed on site with limited remote work.

Bachelor’s Degree in library/information science or related and three (3) years of experience with records management including filing paper and electronic records, entering data into records management system(s), scanning paper records, and preparing records for disposition or retiring, and use of records retention schedules;
Knowledge of federal record keeping requirements and protocols, NARA certification desirable;

Experience with scanning equipment and the ability to resolve scanning problems as they occur is a plus;
Concern for detail and quality assurance requirements for both indexing and/or scanning;
Ability to perform repetitive tasks with high degree of accuracy;
Ability to communicate effectively in writing and over the phone, prioritize tasks, work as a team member, and meet deadlines;

Customer service skills and strong organizational skills with the ability to work independently and on teams, to communicate effectively with colleagues and customers and to prioritize, manage multiple on-going projects and educate staff on records management best practices, day-forward policies, strategies and procedures to meet ongoing records management and litigation hold needs.

Experience using Microsoft Office applications such as Word, Excel, Access, PowerPoint, and SharePoint to generate documentation, track metric, and to collaborate.

Physical requirements: Full range of arm movement (e.g., lifting above the head), ability to do data entry/ sit and stand for long periods of time, usage of step ladders to reach higher shelves, ability to lift at least 40 pounds in weight on a near daily basis, pushing or pulling up to 200 pounds of a cart, and the ability to bend, stoop, and kneel.

Additional Qualifications:

US Citizenship or US Permanent Resident status in order to pass a government sponsored background investigation.
